Replying 'no' to Google Talk contact request accepts the contact

Replying 'no' to a Google Talk contact request from a spammer adds the person. Bitlbee should reject all existing requests from a person when I answer 'no', and certainly not allow that person.

Is this a problem with bitlbee or with Google?
