Description
It all can be followed on a private branch OTR of a Fedora packages repository (http://pkgs.fedoraproject.org/gitweb/?p=bitlbee.git;a=shortlog;h=refs/heads/otr). With a commit http://pkgs.fedoraproject.org/gitweb/?p=bitlbee.git;a=commit;h=27bac8d4d4cc5ec9aec8634ad26132b84422eccc I have perfectly working package, but just with a diff http://pkgs.fedoraproject.org/gitweb/?p=bitlbee.git;a=commitdiff;h=3aec6eb5c8b80559149d4787862a6d4e3aeba06c make install breaks with the attached log.

This looks to me like a bug in your build..
Note how you're not using DESTDIR at all, instead your builder is overriding all installation directories. It just forgets to override the one where the plugin is installed. So either stop doing that and keep using DESTDIR, or also override the target directory for the plugin.
