If Twitter is over capacity bitlbee doesn't handle that very well:

root> twitter - Error: Could not retrieve /1.1/friends/ids.json: 503 Service Temporarily Unavailable (Over capacity)

No #twitter_bitlbee channel is created, even though bitlbee thinks the account is online.

Offlining the account and onlining it again to force a reconnect fixes the issue.

This was on version 3.2.2+20141018+devel+1059-2 on Debian testing.
