jabber does not try lower priority when higher priority server cannot be reached

Description

When a server has multiple SRV records bitlbee should connect to the server that has the highest priority and is connectable.

It connects to the highest priority server, but when that server is not available (iptables -j DROP) it does not try a lower priority server.
