Description
I am using bitlbee3.0.1 without libpurple. when I try to block a gtalk buddy, it shows "Command `block' not supported by this protocol"
I know bitlbee-libpurple can do this. But I only use gtalk and msn, and don't want to install libpurple.
I wish bitlbee will support block/allow command in jabber

It's open source. You don't get dismayed for a free service not paying attention to your request. You help them out by sending a patch. Your emergency is not our emergency.

How difficult would it be for a novice to create said patch?

I don't know. It should be fairly simple but if you haven't written C before that's going to be your biggest problem.
First, you need to figure out what XEP describes block list management though. At the time I wrote this module, I think there was nothing at all other than two methods not actually supported by any client.
Is this being worked on at all? I'm very dismayed to discover that this isn't possible; I've just acquired my first jabber spammer, and there doesn't seem to be any way for me to prevent them from contacting me.
