I think there could be an option beside the "show all buddies". The offline tag. For example if i have a [Friend]Josh and he is offline, and i set the offline-tag to "Off", on the irc channel &bitlbee he would shown as Off|[Friend]Josh or something like this. And after he connects to MSN (goes online), the server would change his name.
An example:
[14:30] Off|[Friend]Josh has joined &bitlbee (josh@…) when i connect to server
[15:15] Off|[Friend]Joshis now known as [Friend]Josh. if he goes online, his nick changed.
And with this solution in the future would be possible (i dont know how) to send message to an offline person (like MSN does) who will receive it when he comes online.

There's a show_offline setting now. This isn't really MSN specific.
Offline messaging is another thing. That'll need a major update of the MSN module. To fix the biggest issue, BitlBee can now send keepalives to switchboards with offline contacts so the server won't take them down; this means you can keep talking once the conversation with the offline person's started.
i need the option too. but off in front of nick isnt usefull because i like alphabetical sort.
better was to use -v +v for on off or op or halfop to sign that a user is off...
other idea extra chan with the off users... liked #offlinebuddys or &offline
