proxy setting for both bitlbee and bitlbee-libpurple

Description
For bitlbee, I can edit the bitlbee.conf to get proxy work.
But with bitlbee-libpurple, this setting is not used. I can't find anywhere to set proxy.
I think there should be a easy method to set proxy for both bitlbee and bitlbee-libpurple, directly in the control channel

No, it should not be a control channel setting.
changeset:devel,767 fixes the libpurple issue
