can't remove people/groups without blocking

Various protocols add non-contacts: hundreds I'd like to remove (not block) but some whom if I block may just reappear next time. I use some built-in and some extra/libpurple protocols: IRC, XMPP, ICQ, skype, GChat, FB & IG, microblog/twitter, matrix, discord, telegram, slack but don't recall a single protocol--built-in or not--that will let me remove people without blocking.
