hey i'm pretty sure in previous versions i didn't see retweets by people i had blocked them from, or 'turned off', but i just noticed some today since a girl i follow who occasionally retweets political garbage suddenly blew up my feed.

Hah, that does seem pretty annoying. :-)
Anyway, as pointed out in #bitlbee this is a side effect of the streaming API. The stream gives a rather unfiltered flood of statuses, clients have to filter it themselves.
From what I can see the contact list doesn't even contain "block retweets" info so there's little BitlBee can do. You can either use /ignore with a regex, or stop using the streaming API.
