1.2, or maybe 1.4? (We're thinking of using a version numbering style like what the Linux kernel used to have.)

More serious redesigns. Hopefully a complete separation of IRC logic from the rest, so that IRC will just be a frontend to BitlBee. It's cleaner and allows one to add different frontends.
