Add TUNNELED_MODE and TUNNEL_SCRIPT environment variables

When TUNNELED_MODE=yes, TUNNEL_SCRIPT (when set) is used to establish a
tunnel. This allows to run skyped.py on a differnt host than the skype.c
bitlbee plugin.
