purple: assume HTML for all protocols, fixes random <> for some
Purple's IRC, for example, doesn't have the PURPLE_CONNECTION_HTML flag, but still sends html for format codes.
Note that using IRC through libpurple through bitlbee is still a terrible idea. Use ZNC instead.
