Description

The buddy_sendbuffer_delay setting at the moment is accurate only the second. This could be expanded to allow floats, or be changed to milliseconds instead of seconds. Either way, a greater precision for this setting would allow for less of an unnecessary delay while still maintaining the functionality of catching pastes and sending them as single messages.

I wanted to do it like that to avoid breaking backwards compatibility for as much as possible, but in the end probably not any sane person would set the delay to anything else than 1 (except maybe some people who don't know how to teach their IRC client to leave out the flood protection on the BitlBee network).

So from now on, any value over 5 (just to be sure) will be interpreted as a number of miliseconds.
